account setup was instantaneous.i paid through google chekout and my account was available for use within 5 mins.thats pretty fast

we can say that the uptime is of about 90%..some times ders downtime but thats ok as compared to the price

this is the cheapest hosting available.would give a rating of 10 for theprice.
